    Mid-Rivers Telephone Cooperative, Inc. has mailed capital credit checks of approximately $1,025,000 to its members on Aug. 5. The 2011 distribution of capital credits represents 65% of the remaining balance of 1992 patronage allocation, as well as 15% of the 2010 patronage allocation.     Richland County has been approved to implement the Emergency Conservation Program (ECP) due to floods. Producers need to file and ECP application with the FSA before starting work on land damaged by flood water. Emergency Conservation Program is a cost share program which assists producers with damage caused by excessive rain and the floods that have occurred.     The North Dakota Game and Fish Department recently completed its annual fish population sampling on the Missouri River System and found positive results in both Lake Sakakawea and Lake Oahe.
