    The Northern Plains Resource Council and Carbon County Resource Council (CCRC) are challenging in court a decision by the Montana Board of Oil and Gas Conservation (BOGC) to prevent the public from testifying on a proposed oil well permit for the Belfry area last month. A lawsuit was filed this morning with the Montana 13th District Court in Yellowstone County.
