    Bryan and Michelle Smith, along with their children Raigan and Trael, found out some devastating news the first week in January 2017. It started when 13-year-old Raigan discovered a large amount of frost coming out of her closet on the second floor of their home. After further investigation they also found frost in 5-year-old Trael's closet as well. The Smiths then discovered that their attic was completely full of frost and water.     Dummy Team Roping returns to the VFW in Sidney on Saturday, January 28, with proceeds to benefit the Neal Hermanson 2017 Memorial Ranch Rodeo and Ranch Horse Competition.     The Watford City Chamber is holding a Meet the Candidates forum in conjunction with their network luncheon on Wednesday, February 1 at Teddy’s Residential Suites Lounge located at 113 9th Ave. SE at 11:30 am.     The Sidney Richland Airport will be hosting a meeting for those interested in starting a Civil Air Patrol Program. This program needs volunteers and pilots to operate effectively and will assist youth in discovering new opportunities in the aviation industry.     Lawmakers in Helena are considering a bill that would infuse money back into the state's main revenue fund by increasing taxes on new oil and gas wells. House Bill 215 would remove what is called a "holiday tax," which is a tax incentive for oil and gas companies during the first year of production on a well.
