    Health and Human Services Secretary Sylvia M. Burwell announced today that 14,170 consumers in Montana will benefit from $2,719,595 in refunds from insurance companies this summer, averaging $286 per family, because of the Affordable Care Act. Created through the law, the 80/20 rule, also known as the Medical Loss Ratio (MLR) rule, requires insurers to spend at least 80 percent of premium dollars on patient care and quality improvement activities.     Montana’s beer and wine distributors support more than 2,000 jobs, with average earnings of nearly $54,000, according to a recent study by the University of Montana Bureau of Business and Economic Research.
