    A water service main deep within the Richland County Fairgrounds compound gave in to the extreme cold and ruptured on Monday, Jan. 15.The torrent went undiscovered until the following day.     The Williston City Commission has approved a recommendation by the Williston STAR Fund Advisory Board to increase its annual Community Enhancement (CE) allocation from $50,000 to $70,000 in 2024.     On Monday, Jan. 22 at approximately 1 a.m. CT, a 2014 Peterbilt truck pulling a sandbox trailer, driven by a Hosea Kleinsasse, Aberdeen, SD, was westbound on HWY. 2 near mile marker 41 when it lost control.
