Montana Governor Brian Schweitzer has sent a formal request for the extradition of Michael Spell and Lester Waters to North Dakota Governor Jack Dalrymple. Spell and Waters have been charged with aggravated kidnapping in Montana in connection with the disappearance of Sidney school teacher Sherry Arnold.
