    The state Game and Fish Department’s annual Earth Day awareness campaign is accepting entries for design of a 2015 Earth Day patch. North Dakota students ages 6-18 are eligible to participate. The deadline to submit entries is March 15. The Game and Fish Department will announce a winner in three age categories – 6-9, 10-13, and 14-18. Each winner will receive a pair of 8x42 binoculars.     North Dakota Game and Fish Department fisheries biologists are assessing how the cooler-than-normal summer may have impacted fish spawning and stocking success across the state.     Friday, Sept. 19 at noon signals the start of a nine-and-a-half-day deer hunting season for youth ages 12-15. Licensed residents ages 12 and 13, and 11-year-olds who turn age 12 in 2014, are allowed to hunt statewide, but only for antlerless white-tailed deer. Resident deer gun hunters age 14 or 15, and 13-year-olds who turn age 14 in 2014, with a “youth season” license, can hunt statewide for any deer, except antlerless mule deer in units 3B1, 3B2, 4A, 4B, 4C, 4D, 4E and 4F.     The North Dakota Game and Fish Department’s advisory board meetings scheduled for tonight and tomorrow in Williston, Turtle Lake and Walhalla have been postponed due to inclement weather and travel difficulties. The meeting scheduled for tomorrow in Makoti will take place as planned. The meeting in Turtle Lake is rescheduled for Monday, April 14.     Wildlife populations were flourishing in 2006-07 when Conservation Reserve Program acres peaked at more than 3.25 million in North Dakota. Since then, as CRP acres have steadily declined, so has the overall harvest of game species. This is never more evident than with pheasant.     The North Dakota Game and Fish Department will hold a public hearing to address proposed new rules and amendments to North Dakota Administrative Code Title 30.     The North Dakota Game & Fish Department will continue to implement camping restrictions established last year on some wildlife management areas in western North Dakota along Lake Sakakawea.
